Form action Collect Payment is greyed out

Using forms light, and Paypal Standard. When I try to set a form action to Collect Payment (via paypal) the option is greyed out?  Email Notification is all that's available.  Paypal Standard is said to work with the non pro Formidable.  Am I missing something?
