The answer to your question is "it depends." Dynamic data in emails sent when a form is submitted is handled through Formidable shortcodes. There are no Formidable shortcodes to extract a page title. That doesn't mean you can't create your own. How you can retrieve the title depends on the theme/framework you are using and whether or not their are hooks you can leverage. That's not something I can answer for you.
As an alternative, you may be able to save the page title to a hidden field on the form with jQuery, then display that hidden field in the email subject line using the standard form field shortcode.
