Note taking per page, can you set up a form to save admin entered data, specific to each page?

I am trying to create a wysiwyg form that displays user specific notes about that page (only administrators). So I need the form to know what page it's on and only show that users notes to them. Is this possible? I am creating a website for educators to take notes on each page specific to themselves. I appreciate any insight.

You can add admin-only fields anywhere on a form. If you are using a multi-page form, place the admin-only field before each page break.

To make any field admin-only, set its visibility to Administrator.
